A federal program investing in hazard and disaster mitigation projects and programs was abruptly canceled in early April.
In 2018, the Building Resilient Infrastructure and Communities (BRIC) Program was launched by FEMA under the Trump administration with the goal of investing in local hazard mitigation projects and programs. The BRIC program was expanded under the Biden administration in the Bipartisan Infrastructure Law (BIL). On April 4, 2025, FEMA announced the immediate termination of the BRIC Program.
In Washington state, 30 projects at the state and local level, including nine cities, received funds through the BRIC Program. Estimates from the State Emergency Management Department indicate that these programs will lose around $169 million, with city projects alone losing nearly $99 million.
On Wednesday, April 16, the FEMA issued additional guidance on the termination of the BRIC Program. Key points from the notice, include:
- BRIC funding cancelled: FEMA has cancelled the FY 2024 BRIC funding opportunity; no pending applications will be reviewed or awarded.
- Return of unobligated funds: Any BRIC funds from FY 2020–2023 not yet distributed will be returned to the Disaster Relief Fund or the U.S. Treasury.
- Outstanding projects:
- Fully obligated & under construction: Projects may proceed to completion and expend remaining funds.
- Fully obligated but not started: These projects will be terminated.
- Phased projects: FEMA Regions will coordinate with recipients on next steps.
- Management costs: Will continue only for partially or fully obligated projects, and no deadline extensions will be granted without Administrator approval.
- New mitigation approach: FEMA is developing a replacement to BRIC that better aligns with state and local needs, sets clear mitigation goals, and speeds fund obligation.
The loss of federal funding to Washington communities is a huge blow as many BRIC-funded projects were well under way. The National League of Cities, AWC, and other state and local partners are monitoring the situation and providing updates to impacted communities as they become available.
