With just one week left until the application deadline, WSDOT’s Local Bridge Program is encouraging all local jurisdictions with a bridge
project in need of funding to submit their applications now. The agency has received a remarkably low number of submissions this year – just one application has come in since the call for projects opened in January.
Given the increased funding available this year due to the Bipartisan Infrastructure Law (BIL), Washington’s cities have a historic opportunity to fund much-needed transportation and infrastructure improvement projects. Don’t miss your chance!

The low number of submissions is particularly troubling as it puts Washington at risk of losing federal funding in the future. If WSDOT cannot obligate all the available federal dollars during this funding cycle, its federal allocation will be lower in
the next funding round. In its recently released Spring 2022 newsletter, Local Programs wrote that as of the end of March, halfway through FFY 2022, local agencies have authorized only 18% of all the federal funds currently available
through Local Programs. Those include the Surface Transportation Block Grant, Congestion Mitigation/Air Quality, and Transportation Alternatives programs.
According to the newsletter, local federal projects have under-delivered for many reasons, including the increased funding made available through the BIL, continuing pandemic impacts, as well as unrealistic schedules and limited workforce. As you work
to deliver projects and notice issues that are slowing down project delivery, contact your metropolitan planning organization, regional transportation planning organization, county lead agency, and/or Regional Local Programs Engineer. Discuss the
projects, explain how you are mitigating these issues, and provide an update on the delivery schedule. Early notification of delivery issues also leaves enough time to adjust projects and maximize delivery. This coordination and communication are
critical to obligate each federal fiscal year’s funds.
