Expanded local gambling tax exemption for nonprofit bingo and raffles

January 21, 2024

The threshold for the current exemption for nonprofit bingo, amusement games, and raffles for local gambling taxes would increase under HB 2317, sponsored by Rep. Ed Orcutt (R–Kalama). Cities may impose up to a five percent gambling tax on bingo, amusement game, and raffle activities.

The threshold for the current exemption for bingo and amusement games would increase from $5,000 to $15,000 (it hasn’t been updated since 1977). The exemption for raffles by nonprofits would increase from the first $10,000 of net revenues to $15,000 (last time it was updated was 1991).

The nonprofits would also be exempt from state gambling license requirements.

Date to remember

HB 2317 is scheduled for public hearing in the House Regulated Substances & Gaming Committee on Thursday, January 25 at 8 am.
