Enacted in the 2019 legislative session, SB 5748 created the Defense Community Compatibility Account (DCCA) to support necessary infrastructure near Washington military installations. The purpose of the account is to provide funds for compatible development projects that affect the economy, environment, or quality of life opportunities for local communities.
Several project types are eligible for funding consideration in the new DCCA program, overseen by the Department of Commerce. Examples include projects that focus on:
- Eliminating incompatible uses through property acquisition;
- Assisting in the recovery and protection of endangered species;
- Increasing the availability of affordable housing;
- Retrofitting existing uses for compatibility;
- Diversifying the local economy to reduce economic dependence;
- Replacing jobs lost due to a reduction in military presence; and
- Improving quality of life impacted by the presence of military activities.
Example project
An example property acquisition project is highlighted by the efforts of the South Sound Military and Communities Partnership (SSMCP). The partnership promotes military and community compatibility planning and project implementation near Joint Base Lewis McChord. Following joint-planning efforts that identified structures located in the Clear Zone (the edge of the runway where accident potential is highest) at the end of McChord Airfield, SSMCP facilitated coordination among the base, Pierce County, the City of Lakewood, local businesses, and property owners to remove incompatible structures. Acquiring the properties identified as incompatible in this study are considered eligible within the DCCA program.
In July, Commerce released the Washington State Guidebook on Military and Community Compatibility, a technical guide to land use planning surrounding military installations.
