Legislators propose protections for residents during 2020 Census

A new bill creates criminal penalties against individuals who interfere with the upcoming 2020 Census and creates a Census Bill of Rights.

HB 2527, sponsored by Rep. Bill Ramos (D–Issaquah), affirms that every Washington resident has the right to participate in the federal Census without fear or intimidation. The bill proposes that individuals who impersonate Census workers be charged with fraud under state law. In addition, the bill creates the Washington Census Bill of Rights granting Washington residents the following rights:

  • To participate in the federal decennial Census free of threat or intimidation;
  • To the confidentiality of the information provided in the Census form, as provided by federal law;
  • To respond to the Census by means made available to the respondent, either by phone, by mail, or online;
  • To request language assistance in accordance with federal law; and
  • To verify the identity of a Census worker.

The bill is scheduled for public hearing in the House State Government & Tribal Relations Committee at 1:30 pm on Wednesday, January 22.
