Statement of Policy

AWC’s Statement of Policy, adopted by the AWC membership, outlines positions AWC holds on fundamental municipal issues and serves as the framework for developing AWC’s legislative priorities and positions.

Section 3.20.8 of the AWC bylaws provide that the AWC Statement of Policy is updated by the Statement of Policy Committee and adopted by the full AWC membership at least every four years. The full AWC membership, via voting delegates, approved the updated AWC Statement of Policy at the June 20, 2024 Annual Meeting.

Per Section 3.20.8 of AWC Bylaws, the Statement of Policy Committee is chaired by the AWC Vice President and consists of members based on the following distribution:

  • An elected official from each of the 14 representative districts
  • Two at large voting members from cities in western Washington
  • Two at large voting members from cities in eastern Washington
  • Two chief administrative officers (city manager, administrator, or supervisor)

The Committee met during Spring 2024 to develop a proposal which was adopted by the full membership during the June 2024 Annual Meeting.

The next scheduled update will occur in 2028. The Statement of Policy may not be revised unless amended during the Annual Meeting, with approval by 60% of the voting delegates.

Any member wishing to propose an amendment must do so at least 24 hours prior to the Annual Meeting in writing via the form linked below. Any member proposing an amendment must be present at the Annual Meeting, in person or remotely, in order to move their amendment and speak to it. The Annual Meeting will take place on Thursday, June 26 from 4 to 5:45 pm, in Kennewick, in conjunction with the Annual Conference.
