Last session, the Legislature funded multiple, new housing grant opportunities administered through the Washington State Department of Commerce. Here is a summary of those that are open now:
Connecting Housing to Infrastructure Program (CHIP)
This new program is offering a third funding round this summer. The CHIP program helps affordable housing projects connect to water,
sewer, and stormwater infrastructure by paying for waived connection fees, the infrastructure to connect to regional water, sewer, or stormwater systems, or for on-site stormwater facilities. Applications outside of Seattle/King County will be given
prioritization. Unfunded jurisdictions from rounds one and two will need to reapply to seek funding.
Grant requirements
- Applicants must be a city, county, or public utility district in partnership with an affordable housing project.
- The city or county must have imposed a sales and use tax for affordable housing.
- The new housing development must include at least 25% affordable units, which must have a strong probability of serving the target group for at least 25 years.
- The affordable housing development must begin construction within 24 months of the grant award.
- Federal funds must be under contract by December 2024 and expended by December 2026. Projects funded with state resources must be completed by June 2025 pending legislative re-appropriations.
- Where applicable, the extension for new drinking water, wastewater or stormwater connections must be consistent with the approved comprehensive plans under the Growth Management Act and must be within the established boundaries of the Urban Growth
Area.

Rapid Capital Housing Acquisition
This is a new opportunity for capital funding to acquire or rent real property for rapid conversion to support the unsheltered.
Grant requirements
- Funding is intended to be used to acquire or renovate: enhanced emergency shelters, permanent supportive housing, transitional housing, permanent (not supportive) housing, youth housing, and basic shelters
- Projects are required to serve people with extremely low incomes and those experiencing sheltered or unsheltered homelessness.
Important dates
- The technical assistance period is open now through Friday, July 29.
- Commerce will accept applications in three rounds. Applications for Round 1 are due to by noon, Thursday, August 11.
Community Housing/Cottage Communities
This is a new funding opportunity for new community housing and cottage community housing projects seeking capital funding
from the state Housing Trust Fund (HTF) program.
Grant requirements
- The project must serve individuals or households who are homeless or temporarily housed.
- The project must create a minimum of four individual housing units in the same location.
- These structures must include insulation, electricity, overhead lights, and heating.
- The structures may include kitchens and bathrooms, or these facilities can be in a separate permanent structure on the same property.

- Applications are due to by noon, Tuesday, September 13.
Multifamily Rental Housing
There are two new funding opportunities for multifamily rental housing. Here is a link to each:

and National Housing Trust Fund (NHTF) programs.
