This week, the Office of Financial Management (OFM) directed the Washington State Department of Transportation (WSDOT) to delay projects scheduled to be advertised for bids until the Governor and Legislature agree on a plan for the 2021-23 transportation
budget.
The total estimated loss of transportation revenue due to COVID-19 is $523.6 million this biennium and early estimates anticipate a loss of an additional $234 million next biennium.
This delay will only impact WSDOT highway expansion projects scheduled to be advertised for bids and will not impact projects that are already under contract. Additionally, projects that have federal funding, or are necessary for fish passage barrier
removal, preservation, or safety will not be included in the delay.
OFM, the Governor’s Office, and WSDOT are hoping to quickly determine what projects are affected by this direction and will share the list once developed. The delay is temporarily in place until the Governor and Legislature agree on a plan for the
2021-23 transportation budget and no projects will be permanently cancelled.
