Previous efforts to align redistricting timelines with state law would have created impossible expectations for cities and counties. A new striking amendment allows cities extra time to finish the process.
Originally, SB 5013 would have brought city and county deadlines in-line with the state constitution and the 2018 Voting Rights Act (VRA).
However, due to significant delays to the 2020 Census, the bill would have created an impossible deadline for cities and counties.
A striking amendment adopted in House State Government & Tribal Relations Committee now sets the deadlines for redistricting as follows:
- Jurisdictions with elections in 2022 will be required to submit redistricting plans by December 31, 2021.
- Jurisdictions with elections after 2022 will be required to submit redistricting plans by November 15, 2022.
Most, if not all cities, will fall under the new November 15, 2022 deadline. AWC encourages cities that elect city officials by wards or districts to review your election timelines and plan to redistrict accordingly.
In future, cities will be required to submit redistricting plans to the state by November 15 of the year following the census.
AWC appreciates the many legislators who worked on this bill and made the needed changes to allow more time for cities to complete the redistricting process. With the striking amendment, AWC supports SB 5013 bill.
