The House passed a bill this week that will advance the state’s 911 system and help it blend better with the forthcoming 988 system.
While HB 1703, sponsored by Rep. Tina Orwall (D–Des Moines), spends a good amount of time addressing definitions and term changes, it
also establishes intent language for the state to adequately fund the 911 system and any upgrades as technology evolves over the coming decades.
Importantly, the bill also extends civil liability protection for telecommunication companies, radio communication services companies, and VoIP service companies that provide emergency communications systems or services to 911 emergency communications
personnel to include cities, counties, and the state.
The bill also adjusts the 911 Advisory Committee to include county 911 representatives from diverse geographical counties, the Department of Health, and the State 988 Coordinator. This adjustment in membership will ensure that there is adequate coordination
and integration between the two systems.
Additionally, the bill updates allowable uses of state funds collected in the 911 account to include:
- System procurement;
- Operation, management, and administrative costs;
- Modernization; and
- Training and public education.
HB 1703 is now in the Senate awaiting a hearing the State Government & Elections Committee.
