Cities would lose traffic ticket funds under new bill

Contact: Sharon Swanson, Jacob Ewing

Last week, the Senate advanced a bill that would take money from cities to support new state information technology systems.

SB 5226 would reform how individuals pay traffic tickets and the process for suspending an individual’s license. However, included in the bill is a significant increase to the state’s share of certain traffic tickets.

Under section 3 subsection 8(b) of the amended bill, the State would increase its share of a $20 penalty from $8.50 to $12.50. This would reduce the share for cities and counties from $11.50 to $7.50. AWC is concerned by the proposal because cities’ share of the $20 penalty is meant to constitute reimbursement for unfunded mandates under RCW 43.125.060.

SB 5226 is currently in the Senate Rules Committee awaiting floor action in the Senate.

AWC opposes the bill. We urge you to contact your legislators to encourage them to vote against the proposal due to the reduction in funding for cities.
