HB 1596 mandates the use Intelligent Speed Assistance (ISA) devices for certain drivers.
The bill is sponsored by Rep. Mari Leavitt (D-University Place) with the goal of limiting speed-related fatalities. In Washington in 2023, more than 30% of fatal crashes involved speeding. After passing the House March 11 in an 84-12 vote, the bill will be heard in the Senate Transportation Committee on March 31.
The bill would require the use of an ISA device as a condition to a temporary restricted or occupational driver's license under certain circumstances. The device would be used during a probationary period following a suspended or restricted driver's license for:
- Certain traffic-related offenses; or
- By order of a court.
The ISA would limit the operation of a vehicle to no more than the area speed limit, with certain exceptions. The devices continually monitor a vehicle’s speed and prevent it from exceeding the limit.
The bill defines excessive speeding as driving 10 mph or more in areas of 40 mph or less; or driving 20 mph or more over where the speed limit is above 40 mph.
