Senators want to standardize rights and responsibilities of incarcerated individuals as well as increase oversight of jails around the state.
SB 5248, sponsored by Sens. Jeannie Darneille (D–Tacoma) and Mona Das (D–Kent), looks to improve a perceived lack of
oversight and transparency of jails and detention centers run by the state, counties, and cities. The bill would establish a task force charged with developing recommendations regarding:
- Statewide minimum jail standards and oversight that ensure jail standards meet state and federal standards and include adequate safety and welfare safeguards for staff and incarcerated individuals; and
- Reestablishing a statewide authority for setting minimum standards and conduct inspections of jails for compliance and enforcement of standards.
Representatives from jails would be required to provide any data or information requested by the task force.
The task force would deliver a report to the Governor and House and Senate Appropriations Committee by December 1, 2023.
As written, AWC is concerned that the task force does not place enough emphasis on how any recommendations will be financed. AWC plans to propose an amendment.
