Following the final meeting of the JTC workgroup, AWC provided an overview of preliminary outcomes. The final memo
is now available and, though largely unchanged, includes a few key updates. Additionally, a spreadsheet has been added to the memo that demonstrates overall splits for the length of Infrastructure Investment and Jobs Act (IIJA).
Important changes to note include:
Bridge Formula Program
For FFY 2024-FFY 2026, 54% of funds will be directed to locals (and administered through the WSDOT Local Programs Office) and provides for an average overall split of 61% (state) and 39% (locals). The Local Bridge Program cap has been increased to $25
million. While this is not substantially different from the tentative agreement, it does represent a 1% reduction in funding for locals than was originally identified.
Promoting Resilient Operations for Transformative, Efficient and Cost-Saving Transportation (PROTECT) Program
Tentatively, the JTC agreed to the proposal submitted by locals with the exception of $25 million set aside for Tribes. This amount has since been adjusted to reflect $75 million being directed address local fish passage projects, with the Brian Abbot
Fish Barrier Removal Board will facilitate project selection and WSDOT Local Programs will administer funding and provide guidance on federal requirements.
Surface Transportation Block Grant (STBG) Program
Following discussion and agreement to restore STBG funds to the agreed-upon FAST Act levels (21% (state) and 79% (local)), the JTC has maintained FFY 2022 and FFY 2023 at 28% (state) 72% (local). In FFY 2024-2026, this split will be revised to 16% (state)
84% (local), allowing for the overall 28/72 split.
National Highway Freight Program
The JTC maintains its commitment to addressing truck parking in the upcoming budget but has not identified specific amounts or appropriate funds.
Pilot Federal Fund Exchange Program
The JTC agreed to establish a pilot project with administrative costs for WSDOT. During the 2023-2025 biennial budget, WSDOT has been directed to work with the Governor’s Office to establish a program. WSDOT is encouraged to work with locals throughout
the process to develop the program and identify an exchange rate.
