The Office of Public Defense (OPD) is now accepting applications for two grant programs that can help fund city public defense services, with application deadlines fast approaching.
Public Defense Improvement Grant
The Public Defense Improvement Grant application available now at the OPD’s website must be submitted by June 25 to access funding under the RCW 10.101 grant program to support existing public defense budgets.
These applications must include details of public defense caseloads, city public defense expenditures, and other details about how the jurisdiction can improve its public defense or meet Washington State Bar Association standards for indigent defense.
Although the Public Defense Improvement Grant has been available to cities for years, the program is undergoing two significant changes cities should note.
The first is that more money is available — a pool of $1.7 million for fiscal year 2026.
The 2026-27 state budget increased available money for city defense grants well above the $900,000 available as the statewide pool in the previous biennia. The new budget added $2.7 million in available funding for cities across two years to this grant program.
The second change is that OPD’s grants are shifting away from a calendar-year cycle to align with the state’s July-to-June fiscal year. This means the now-open applications will lead to a full-year disbursement in January 2026 and a six-month disbursement in January 2027. Cities will be able to apply for additional one-time innovation grants in early 2026.
Simple Possession Advocacy and Representation Program
The OPD’s application window is also open for the Simple Possession Advocacy and Representation Program (SPAR) grants. These applications must be received by June 30.
SPAR provides reimbursement for certain public defense services related to misdemeanor drug possession and public use charges.
The competitive SPAR grants are available for cases filed in courts of limited jurisdiction in cities with a population of 200,000 or less. Full details can be found at OPD’s SPAR website.
