Proposal to require climate resilience element in water system planning

An early action bill would add the requirement to plan for climate resiliency when public water systems submit their water system plans.

SB 5626, sponsored by Christine Rolfes (D–Bainbridge), is a short bill that would do the following:

  • Starting January 1, 2024, requires group A public water systems serving 1,000 or more total connections to include a climate resilience element as part of water system plans;
  • Requires the Department of Health to provide guidance and technical assistance; and
  • Includes financial assistance loan eligibility for planning and projects to protect a water system from extreme weather events, including infrastructure and design projects.

Cities appreciate the focus on climate adaptation planning, especially the resources to carry out the work.

SB 5626 is scheduled for a public hearing in the Senate Environment, Energy & Technology Committee at on Wednesday, January 12 at 8 am.
