Phase two Paid Family and Medical Leave rulemaking is underway

The state Employment Security Department (ESD) is seeking your assistance to develop the scope and content of the rules for the Paid Family and Medical Leave insurance program. There will be several phases of the rulemaking process, each related to different parts of the law.

Currently the agency is working with stakeholders to develop Phase Two rules related to employer responsibilities, penalties, and small business assistance.

The Paid Family and Medical Leave (PFML) advisory committee will be holding the following public hearings on Phase Two rules.

PFML public hearing
October 24, 2018, 9 am
Employment Security Department
640 Woodland Square Loop, Lacey, WA

PFML public hearing
October 29, 2018, 9 am
Eastern Washington
Location TBD

Starting in 2019, employers will begin paying premiums for Paid Family and Medical Leave. PFML benefits will be available to eligible employees beginning on January 1, 2020.
