Members of Congress are gathering appropriations requests from their constituencies to prepare for the upcoming fiscal year. City projects are eligible to be considered for funding and city officials can contact their member of the US House, as noted
below.
House Appropriations Committee Chair Rosa DeLauro (D–CT) announced the Committee will allow Members of Congress to submit
projects that directly impact the needs of their respective communities.
The Committee established transparency and accountability guidelines for funding appropriations in attempt to address the criticisms of the earmark process in the past. The Committee’s Community Project Funding guidelines require that all funding
requests be posted online and accessible to the public, and requests are certified to have no financial interests to any one Member.
The Committee also limits Community Project Funding to be no more than one percent of total discretionary spending, following bipartisan recommendation. Members may not submit more than ten community projects and must provide evidence of community support

House Transportation and Infrastructure Committee Chair Peter DeFazio (D-OR) and Subcommittee on Highways and Transit Chair Eleanor Holmes Norton (D–DC) also announced the Committee will provide additional opportunities for Members to submit requests for highway and transit project designations.
Although details of a formal process are yet to be announced, the Committee encourages Members to work with state and local transportation and transit agencies (as well as any other relevant planning organizations) to identify projects to meet the following
goals:
- Making a safer transportation network;
- Increasing access to transit;
- Strengthening local multi-modal transportation systems;
- Reducing transportation-related carbon pollution;
- Enhancing environmental justice and supporting underserved communities; and
- Improving state of good repair of national infrastructure systems.
Given these available funds, the Committee recommends Members work with local and state leaders to establish project requests. To submit your jurisdiction’s project, please review your Member’s appropriations request form:

- Representative Suzan DelBene has provided an appropriations request form to complete and return to the legislative staff listed on the form. See the form for contact information and additional instructions. Requests are encouraged to be returned as soon as possible.
