The 2018 supplemental capital budget (Chapter 298, 2018, PV, Section 1008) created the CERB-administered Broadband Infrastructure Program. The Community Economic Revitalization Board (CERB) may make loans and grants to local governments and federally-recognized Indian tribes to build infrastructure to provide high-speed, open-access broadband service (with a minimum of 25 megabits per second download speed) to rural and underserved communities for economic or community development.
Eligible projects are those that encourage, foster, develop, and improve broadband within the state in order to:
- Drive job creation, promote innovation, and expand markets for local businesses; or
- Serve the ongoing and growing needs of local education systems, health care systems, public safety systems, industries and businesses, governmental operations, and citizens; and
- Improve accessibility for underserved communities and populations.
Throughout June, CERB will host five workshops across the state to introduce this program and answer questions communities might have. The workshops will take place in the following dates and locations:
June 4 | Neah Bay
June 5 | South Bend
June 11 | Ephrata
June 12 | Newport
June 13 | Pomeroy

During the 2018 legislative session, AWC prioritized CERB funding and rural broadband buildout as a part of its economic development priority.
