Transparency of local utility taxes bill in House Rules Committee

The bill requiring utilities to disclose local tax rates applied to the charges billed to customers passed out of the House Local Government Committee. Now it is in the House Rules Committee awaiting further action. ESSB 5024 alleviates many of the concerns about compliance from the original bill.

The amended bill requires municipal utilities and utility districts to indicate the local tax rate and how it is applied:

  • On regular billing statements; or
  • On their website; or
  • Through a billing insert, mailer, or electronic communication sent to customers at least once a year or within 30 days of rate changes.
