Volunteers are a key resource for many local governments, in such diverse activities as parks and recreation, education, youth and senior services, firefighting, emergency rescue, and law enforcement. Managed properly, the liability risks associated with
volunteers can be reduced or minimized. Below are a few tips on managing volunteers to keep both your organization and the volunteer safe:
- Evaluate volunteer needs, how they will be utilized and who will oversee them.
- Evaluate the risks surrounding the use of volunteers, ensuring that both the community and volunteers are safe.
- Follow policies and procedures for managing volunteers from your city’s liability insurance carrier.
- Establish application and background check procedures if appropriate (depending on the type of volunteer duties).
- Provide direction and make clear to the volunteer what their scope of work is. Avoid assigning any specialized work such as the use of power equipment and tools.
- Offer orientation and training to volunteers when appropriate.
- Maintain clear descriptions for volunteer positions, including responsibilities and expectations.
- Limit a volunteer’s exposure to money and tangible property.
- Promptly report any incident or claim involving a volunteer to your liability insurance carrier.
Volunteer worker hours
Did you know the worker hours you report to L&I for volunteers is included in your rate for liability? Your liability insurance is through RMSA, your rates should include all reported worker hours that your city or town reports to Labor and Industries.
Volunteers are considered the same as other employees when it comes to reporting worker hours so they will be covered if a claim arises. Check with your liability insurance carrier about how your volunteers’ hours are included.
