Feedback sought on cannabis home grows
A bill to allow Washingtonians to grow cannabis at home is expected to be considered again in the Legislature’s 2026 session after failing to advance in 2025.
HB 1449, sponsored by Rep. Shelley Kloba (D–Kirkland), would enable adults over 21 to grow up to six cannabis plants in their homes and apartments. AWC opposed the bill in 2025 out of concern for the increased burdens that policing home grows would place on local law enforcement.
To better understand cities’ concerns about this proposal, Rep. Kloba has reached out to ask about cities’ experiences with current legal residential home grows of medical cannabis, as authorized by RCW 69.51A.
If your city has tracked its experiences with, or statistics about, law enforcement responses to cannabis growing complaints under current statutes, please send relevant observations to AWC at derrickn@awcnet.org.
