New law HB 2632 is set to take effect on June 11, 2026, requiring all state and local statutes, codes, rules, regulations, and other official documents enacted after July 1, 2026, to use the term “noncitizen” in place of “alien” when referring to individuals who are not a citizen or national of the United States. The state law carves out an exception for when the original terminology is required for compliance with federal law or as a condition for allocation of federal funds.
The law also “urges” local governments to review all current statutes, codes, rules, regulations, and official documents and revise those existing documents to remove the word “alien” and replace it with “noncitizen.” However, this review and revision work is not required to be done to be in compliance.
