Bid to make heavier vehicles subject to TBD license fees fails to advance

The House did not schedule a floor vote on SB 6262 in time for the bill to pass the March 6 opposite-house cutoff, rendering it “dead” for the remainder of the year. AWC hopes to see the bill re-introduced and passed in 2027.

 


 

Local TBDs may soon expand license fees to heavier vehicles

City authority to expand the range of vehicles subject to a transportation benefit district (TBD) license fee is one step closer to becoming law.

SB 6262 passed the Senate ahead of the February 17 house of origin cutoff and now moves to the House. The bill increases the maximum weight of vehicles subject to a TBD vehicle fee from 6,000 pounds to 9,000 pounds, allowing TBDs to raise additional revenue for road work.

The companion bill, HB 2722, did not pass its house of origin before the February 17 cutoff. The Senate bill is now the only “vehicle” for the proposal.

If adopted by the Legislature, SB 6262 goes into effect July 1, 2026.

AWC continues to support the bill and encourages cities to express their support to legislators at or before the upcoming public hearing.

Bid to make heavier vehicles subject to local TBD license fees advances

SB 6262, allowing transportation benefit districts (TBDs) to raise additional revenue by expanding the number of vehicles subject to license fees that districts can levy, moved forward this week and gained a companion.

The Senate Transportation Committee passed the bill on February 5, one day before the House Transportation Committee held a public hearing on companion bill HB 2722, which Rep. Julia Reed (D–Seattle) introduced this week.

A committee vote on the House bill is scheduled for Monday, February 9. Reed said during the public hearing on HB 2722this week that she intends to bring an amendment to lower the maximum weight of vehicles subject to the fee to 9,000 pounds, mirroring a change made to the Senate version.

AWC backs that change and supports passage of either bill, which will allow local jurisdictions to apply an existing tool toward addressing greater wear and tear on roadways caused by an increase in heavier vehicles. We encourage cities and towns with TBDs to contact your legislators to encourage them to support the bills.

SB 6262 now awaits a vote on the Senate floor.

 


 

Local transportation revenue would increase under bill allowing fee on heavier vehicles

Cities with a transportation benefit district (TBD) would see increased revenue under a bill making heavier vehicles subject to existing license fees.

A version of SB 6262, sponsored by Sen. Javier Valdez (D–Seattle), increases the maximum weight of vehicles subject to a TBD vehicle fee to 9,000 pounds. Currently, TBDs can only levy the fee on vehicles that are subject to a gross weight license fee—for example, trucks weighing 4,000 pounds or more—that weigh 6,000 pounds or less.

Cities that make use of state law allowing TBDs to levy a vehicle license fee of up to $100 would benefit under the proposal, which seeks to address increases in vehicle weight in recent years that lead to greater wear on roadways. Fifty-four cities across the state currently levy such a fee, ranging from $10 to $50.

Increasing local transportation revenue and TBD flexibility is one of AWC’s top priorities this legislative session. AWC supports the proposal and encourages cities and towns to contact your legislators to ask them to support the bill.
