A bill to reorganize the various statutes of the Public Employees’ Collective Bargaining Act (PECBA) by topic is getting attention this week.
SB 5435, is sponsored by Sen. Bill Ramos (D–Issaquah). It aims to reorganize the PECBA by topic without making substantive changes to the statute’s provisions. The bill adds subchapter headings for each category of statutes (topics such as “general provisions” and “negotiations and arbitration”) and repeals statutes that no longer contain any substantive provisions, like a reference to a statute outside the PECBA and an emergency clause from a 2006 bill. The bill also requires the Code Reviser to correct any cross references that may have changed with the reorganization.

SB 5435 is scheduled for a hearing in the Senate Labor & Commerce Committee on January 27 at 10:30 am. It is also scheduled for a committee vote on January 31 at 8 am.
