Levy lid lift flexibility bill passes

The bill to remove non-supplant restrictions on property tax levy lid lifts for local governments in King County (HB 2044) passed the Senate on February 29. It will allow cities and other local governments in King County to use voter-approved levy lid lifts for ongoing expenses in addition to new programs. The restriction was removed for all other counties in 2009 and was temporarily removed for jurisdictions in King County in 2021 in response to the pandemic. The bill now will be sent to the Governor to be signed into law.

 


 

Levy lid lift flexibility continues to move

February 23, 2024

HB 2044, which would provide cities in King County with the same flexibility to use voter-approved levy lid lifts that other counties currently have, was heard last week and passed out of the Senate Ways & Means Committee on February 23.

The bill now goes to the Senate Rules Committee to await a floor vote.

 


 

Levy lid lift flexibility moves out of House and set for hearing in Senate

The bill to restore authority for cities in King County to use voter-approved levy lid lifts for ongoing expenses in addition to new programs (HB 2044) passed out of the House on February 12 and is scheduled for a hearing in the Senate. Cities in all other counties have had this flexibility for levy lid lifts since 2009.

Levy lid lift flexibility for cities in King County

A bill to restore authority for cities in King County to use voter approved levy lid lifts for ongoing expenses in addition to new programs (HB 2044) is in the House Rules Committee awaiting further action. The bill removes the non-supplanting restriction that only applies to levy lid lifts by local governments in King County. This flexibility on voter approved levy lid lifts has been available to local governments in all other counties since 2009. AWC supports this flexibility and has previously supported bills in 2009 and 2021 which temporarily removed the restrictions. That flexible authority expired in 2022.
