A new proposal from Rep. Vandana Slatter (D–Bellevue) would provide new authority to fund improvements to bicycle and pedestrian facilities. HB 1135 would allow cities to use transportation impact fees on bicycle and pedestrian facilities that are not within road right-of-way.
Recognizing that increasing numbers of people are utilizing transportation and commuting options not on public roadways, and that the resources local governments can use for these facilities are limited, the bill aims to provide local governments with
increased flexibility in utilizing the fee for the funding and facilities necessary for the continued growth and success of alternative commuting options.
