Land use appeals case management system going online

The Washington State Environmental and Land Use Hearings Office (ELUHO) will launch an online case management system in spring 2023 that will allow people to file appeals, petitions, and other case documents with ELUHO’s three boards online. Every person filing online will have to create an account. ELUHO will offer written training guides after the system launches to familiarize users with the new processes.

As home to the Growth Management Hearings Board, Pollution Control Hearings Board, and Shorelines Hearings Board, ELUHO hears and decides administrative appeals and petitions from people and entities challenging environmental regulations, land-use plans, and development regulations. Currently, the filing of appeals, petitions, and all case documents is done via e-mail or mail. The process can be time-consuming, inefficient, and use a lot of paper.

With the new system, people will be able to file an appeal or petition and case documents online as well as view cases, both historical and active, in an online, searchable database. Users will also be able to download case documents that have been made public and see active cases on a real-time map.

Agencies that provide guidance for filing appeals and petitions should direct appellants and petitioners to the ELUHO web site for filing rather than sending case documents via e-mail or mail. ELUHO will provide more information as the launch date approaches.
