Public comment period begins for rulemaking on government fleets reporting

Ecology has started rulemaking to consider requiring government agencies and others to submit a one-time report on their operations and fleets of medium- and heavy-duty vehicles. This is separate from Executive Order 21-04.

The rulemaking will determine:

  • Who is covered: fleet owners, large businesses, government agencies, municipalities, brokers, transit agencies, etc.;
  • How many vehicles must be in a fleet to be covered by this new requirement; and
  • When the report is due.

This information would enable Ecology to develop a statewide strategy to reduce emissions from existing fleets and better assess infrastructure needs.

Proposed rulemaking timeline:

January 18, 2022

Announced rulemaking (filed CR-101 form)

Winter–Spring 2022

Hold stakeholder meetings

Develop and prepare rule language

Summer 2022

  • Propose rule (file CR-102 form)
  • Start public comment period

Summer 2022

Hold public hearing

Summer 2022

End public comment period

Summer 2022

  • Review public comments
  • Prepare adoption package

by December 30, 2022

Adopt rule (file CR-103 form)

January 2023

Rule effective 31 days after filing
