Landfill emissions bill narrows in scope

A technical bill that intends to address methane emissions from municipal solid waste landfills has narrowed in the sites it affects as it passed out of the House.

As introduced, HB 1663 would have applied to all municipal solid waste landfills and limited purpose landfills that received solid waste after January 1, 1977. Now, the bill is limited to only municipal solid waste landfills that received waste after January 1, 1992, and closed sites that have at least 750,000 tons of waste in place. The amended bill also establishes surface methane emissions standards for covered landfills.

The bill still requires quantification of landfill gas generated, and emission monitoring, reporting, and capture.
