Operating Committee elections

Every year at the RMSA Annual Meeting, elections for Operating Committee members are held. Review this year’s candidates for (re)election below. During the meeting you will be asked to cast your vote to (re)elect this year’s candidates.

Kameil Borders
Human Resources Director, Gig Harbor

I am currently the Human Resources Director at the City of Gig Harbor and I've been in the HR field for over 15 years. In addition to my current contributions at Gig Harbor, I have additional public sector Human Resources experience at both Kitsap County and with Kitsap Regional Library. In the private sector I was a risk manager and compliance and safety specialist. I feel my combination of risk management, human resources and leadership experience will allow me to be a valuable, contributing member. I would consider it a privilege to be a part of something so valuable for our community and to work with RMSA Staff and other organizations.

Dawn Masko
Deputy City Administrator, North Bend

I am currently the Deputy City Administrator for the City of North Bend. I was previously the City Administrator for the City of DuPont and have been a Risk Manager for over 20 years. I have 32 years of government finance and administrative experience and also serve on the WA City Manager’s Association Board. I have served on the RMSA Operating Committee for the past 12 years and am currently the Vice-Chair of the committee. I feel my combination of city management, risk management, human resources and finance experience has made me a valuable, contributing member. I look forward to continuing to use my knowledge and experience to support RMSA’s valuable service to our local governments.

Brandy Rinearson
City Clerk, Port Orchard

I would be an asset to the Operating Committee, because of my experience and dedication to AWC, my city, and my community.

I have been the City Clerk for the City of Port Orchard, since 2012; and was the Deputy City Clerk for four years prior. Some of my responsibilities include being the City’s Public Records Officer, Records Manager, and Risk Manager.

My professional ties include membership in the International Institute of Municipal Clerks (IIMC); the Washington Municipal Clerks Association (WMCA); Washington Association of Public Records Officers (WAPRO); and the Washington Public Risk Management Association (WA-PRIMA).

I have been involved in WMCA for a few years by serving on the membership, scholarship, and historical committees. I am one of the founders of WAPRO, were I served as the Treasurer for one term and I participated in the legislative and membership committees.

Through hard work and dedication, I achieved the nationally accredited status of Certified Municipal Clerk (CMC) in 2011; and I am currently working towards my Master Municipal Clerk (MMC) certification, with hopes of receiving it by the end of this year. In 2013, I was one of the first to receive the certification of a Certified Public Records Officer (CPRO) recognized by WAPRO and I received the 40 under Forty award acknowledged by the Kitsap Peninsula Business Journal.

I enjoy helping others and giving back to my community, in that I was a Girl Scout leader and Treasurer for 8 years. I served one term on the Board of Directors of an Elite Soccer organization as the Treasurer. I have been a part of the City’s Relay for Life fundraiser team and served two terms on the Fathoms O’ Fun Board of Directors as the Treasurer.

Duncan Wilson
Town Administrator, Friday Harbor

Duncan Wilson is the Town Administrator in Friday Harbor, Washington. He has been a member of the RMSA Operations Committee since 2008. Duncan is a graduate of W.W.U. with a degree in Business Administration and the University of Puget Sound with a Juris Doctorate. He has been a member of the Washington State Bar since 1982. Duncan was in private practice as a municipal and banking attorney for 24 years before becoming the Deputy City Manager in Covington for two years, City Administrator for North Bend, WA for 6 years and has been in Friday Harbor for the last eight years. He is currently the Chair of the Operating Committee and Operating Committee representative on the RMSA Board of Directors.

Jord Wilson
City Administrator, Pateros

AWC RMSA is an integral piece of our city management and I am interested in serving on the Operating Committee. I see serving as a committee member as an opportunity to understand risk management better for my agency. As an administrator and public works supervisor for a very small community, I have a unique perspective that I feel is valuable to the board. I hope that I would be able contribute to make AWC RMSA a more effective group that responds to the needs of my small city.

Jord Wilson is the City Administrator and Public Works Supervisor for Pateros since 2014. Jord started his career working and managing a family nursery/floral business. Jord is a graduate of University of Oklahoma with a Bachelor of Science in Environmental Design and a Master of Landscape Architecture. In 2011, Jord started as a Parks Supervisor and began managing park planning and grants. In 2014, after the Carlton Complex devastated the City, Jord coordinated FEMA recovery efforts for the City, and helped establish the Carlton Complex (Okanogan County) Long Term Recovery Group and still serves as the Secretary/Treasurer of the Pateros Brewster Long Term Recovery Organization. Jord also serves on the RMSA Operating Committee, is a Group II Wastewater Treatment Plant Operator, Group II Water Distribution Manager, and ISA Certified Arborist.
