Rulemaking to standardize climate impacts assessment for projects begins

The Department of Ecology (Ecology) begins rulemaking to add the Greenhouse Gas Assessment for Projects Rule (GAP Rule) under Chapter 173-445 WAC. This process is in response to feedback from project proponents and local reviewers for clarity and consistency on how climate impacts should be evaluated at the project review level.

The GAP Rule will address analysis and mitigation of greenhouse gas emissions for environmental assessments of industrial and fossil fuel projects. The intent of this rulemaking is to provide consistent and comprehensive assessment methods for those projects and to provide clarity and transparency to industry, the public, and agencies.

Ecology has started the GAP rulemaking process and will hold a series of public meetings on the proposed rule in the summer through winter of 2020. These meetings may be in person, web-based, or a combination.
