Although legislators were initially anticipating a strong economic forecast for the year, COVID-19 has largely upended the economy and threatened many of our state and local revenue sources. Governor Inslee’s post-session vetoes were largely informed by the anticipation of an economic recession—hence, many of the bills that provided new funding did not pass.
