Proposal authorizing King County to adopt payroll taxes for housing and homelessness is dead

The House proposal that would have authorized counties with a population of at least 2 million to impose an annual payroll expense tax on employers engaging in business within the county is now dead.

HB 2948 failed to pass out of House Finance Committee and it was determined that there was no longer enough time left in the short session to reach an agreement among all of the stakeholders.

The proposal would have authorized King County to impose an annual payroll expense tax to support housing and homelessness efforts in the county.

As we move into the 2020 interim, it is possible that stakeholder conversations around this proposal will continue.
