Mobile home park home siting bill improves out of the House

A substitute version of HB 1207, concerning replacing manufactured or mobile homes on lots in manufactured housing communities, passed the House. This bill originally intended to require cities to allow the replacement of any mobile home in an established mobile home park, even if the new home could not meet current regulatory standards, like setbacks. For more details on the original version, see our previous article.

At our request, HB 1207 was amended to only restrict a city from precluding a replacement home on an existing site based solely on lack of compliance with separation and setback requirements on the distance between homes. The idea that we brought forward was that cities generally want to regulate setbacks as they relate to the interface between the park and the surrounding properties, and the internal streets of the park to ensure sufficient emergency access. We believe that this version of the bill allows us to maintain those regulations; but also allows some degree of flexibility as park or home owners replace older models with more contemporary homes that tend to be larger.
