Bill proposes new requirement on state paid stormwater fees

SB 5505, introduced by Sen. Steve Hobbs (D-Lake Stevens), would require that stormwater fees that the Washington State Department of Transportation (WSDOT) pays to local governments would be required to be spent on stormwater improvements that directly reduce state highway runoff. Currently, there is no such requirement.

The bill further requires the local government utilities to:

  1. In coordination with DOT, develop a plan for the expenditure of the local stormwater charges; and
  2. Provide a progress report on the use of charges assessed for the prior year.

AWC has some concerns with the bill.

A public hearing is scheduled for Tuesday, February 5 at 3:30 pm before the Senate Transportation Committee.
