Net metering is the mechanism that requires utilities to rebate customers for the value of energy that a customer adds to the grid, for instance through a home solar array. Current law requires utilities to offer this service but only up to a certain percentage of the utility’s load. SB 6081 would require utilities to allow net metering for all distributed generation sources, and eliminate the current statutory cap that allowed utilities to decline net metering services once it provided access to the equivalent of 0.5 percent of the utility’s peak demand.
