Major proposal on homelessness, preempting cities on encampments, many policy changes

SB 5656 from Sen. Mark Miloscia (R-Federal Way) is an incredibly wide-ranging proposal that among other things completely preempts city authority around homeless encampments and creates minimum standards for cities to enforce, without funding. It also includes sections dealing with reunification of homeless minors, data reporting, adjustments to the definition of mental illness, extension of the document recording fee, and performance metrics.
