Authorizing rail dependent uses outside of Urban Growth Areas

HB 1504 would provide clear authority to site rail dependent uses outside of Urban Growth areas (UGAs) adjacent to short-line railroads and allow more intensive development to support those uses. A similar bill was introduced last year that was opposed by AWC and others because it allowed for a very broad range of uses outside of UGAs. This version of the bill is more restrictive and specifically precludes facilities for coal, liquefied natural gas and crude oil.
