This publication was updated in 2022 to include recent changes in the law and the new strategies that emerged during the pandemic. The completely revised resource provides real-world examples of tools and actions Washington cities have used in responding to the issues of homelessness and affordable housing. The toolkit includes articles on a range of homeless sheltering options, a variety of approaches to expanding zoning uses, housing levies, tenant protections, the role of short-term rentals, and more.
