With a number of state mandates going into effect for fully insured plans in 2024, the Trust (as a self-insured plan and exempt from state mandates) had the opportunity to review these mandates and have made coverage decisions that align with these mandates.

With a number of state mandates going into effect for fully insured plans in 2024, the Trust (as a self-insured plan and exempt from state mandates) had the opportunity to review these mandates and have made coverage decisions that align with these mandates. Additionally, a virtual musculoskeletal (physical therapy) program has been added under the Regence/Asuris plans. All of these changes are effective January 1, 2024.

Regence/Asuris/Kaiser (all self-insured plans)

Diagnostic and supplemental breast examinations
In-network cost sharing barriers are being removed or lessened for these services, making them more accessible and affordable for those who need them. While routine/preventative breast examinations are covered without cost sharing when in-network, additional or diagnostic tests will now also be covered without cost sharing.  Benefits will match those required by state mandate for fully insured plans with services subject to deductible under an IRS qualified High Deductible Health Plan.

Hearing instruments and services
Hearing aid benefits will increase to $3,000 per ear, allowable every 36 months.   These benefits will match those required by state mandate for fully insured plans, with services not subject to deductible, except under IRS qualified High Deductible Health Plans. Coverage includes bone conduction hearing devices, initial assessment, fitting, adjustment, auditory training, and ear molds. It is important to note that only hearing instruments apply to the $3,000 benefit maximum. Over-the-counter hearing instruments and assistive listening devices are not covered.

Reproductive health care services
In-network cost sharing barriers are being removed or lessened for services related to termination of pregnancy/medications.  Benefits will match those required by state mandate for fully insured plans with services subject to deductible under an IRS qualified High Deductible Health Plan.

Increased deductible on High Deductible Health Plans (HDHP)
The IRS has updated minimum required deductibles for IRS qualified High Deductible Health Plans. Trust plans will increase deductibles on HDHP’s in accordance with IRS guidelines to:

  • $1,600 for self only coverage
  • $3,200 for family coverage

Regence/Asuris (all self-insured plans)

The addition of Hinge Health, a virtual musculoskeletal (physical therapy) program expands physical therapy network access to rural members and provides an option for at-home physical therapy care. Patients work with physical therapists and health coaches, and all charges billed as physical therapy claims directly to the health plan.
