Bill requires greater transparency for subcontractors on public works projects

Karen Keiser (D-Des Moines), requires prime contract bidders to individually name subcontractors when submitting a bid for a public works contract over $1 million.

SB 5457, sponsored by Sen. Karen Keiser (D-Des Moines), requires prime contract bidders to individually name subcontractors when submitting a bid for a public works contract over $1 million.

The bill specifically requires prime contracts to list subcontractors that will perform structural steel installation and rebar installation work on public works contracts over $1 million. The subcontractors must be submitted as a component of the bid within 48 hours of the published bid submittal time.

Furthermore, it permits the prime contractors to change the listed subcontractors if the subcontractor refuses or is unable to provide a letter of bondability from a surety company.

 

SB 5457 passed the Senate Chamber and is scheduled for executive session in the House Capital Budget Committee on Monday, March 2 and 9 am.
