HB 2438, sponsored by Rep. Christine Kilduff (D–University Place), proposes that the state levy an impact fee on opioid manufacturers to help fund a new opioid impact program.
The state would send quarterly invoices to manufacturers who distribute prescription opioid products above a set threshold. The funds collected by the state would be used to fund grant programs, state actions against manufacturers, and administration costs of the impact program. Cities would have access to grant funds to carry out programs that:
- Prevent opioid misuse and abuse;
- Prevent opioid overdose and overdose-related deaths; and
- Identify and treat opioid use disorder.
