The Washington Health Care Authority (HCA) is holding a listening session for city and county governments on Monday, September 18 from 3:05 to 4:30 pm.
The listening session will focus on implementation of HB 1134, “Implementing the 988 behavioral health crisis response and suicide prevention system.” HB 1134 created a statutory definition for community-based crisis teams (CBCTs) and tasked HCA with developing endorsements standards and an endorsement process for certifying teams. Endorsed teams are eligible to receive funding from the statewide 988 behavioral health crisis response and suicide prevention line account. Some key features of HB 1134 include:
- HCA must create the endorsement standards, according to certain minimum requirements, and will manage the endorsement process. The minimum requirements address such areas as client transport and staff training. Adjustments are to be made for certain rural community-based teams.
- Response time metrics follow a stepped implementation approach and are different based on geography.
- Endorsement is voluntary. Teams must be endorsed to be eligible for both the base payments and the supplemental performance payments. “Significant” calls to the 988 Suicide & Crisis Lifeline requiring an urgent response will be dispatched to endorsed teams unless an endorsed team is not available.
- Standards must be established by April 1, 2024.
The listening session will provide a brief overview of HB 1134, introduce the endorsement concept as described in the legislation, and hold time for an open discussion on how best to create and operationalize endorsement standards for community-based crisis teams (CBCTs).
