LCB issues draft cannabis home delivery report
In 2018 the Legislature directed the Washington State Liquor and Cannabis Board (LCB) to study options for a cannabis home delivery system for medical patients. This draft report to the Legislature reviews options and provides guidance. There is a short turnaround for providing comments, due November 7. New online tool explores local student homelessness data
Everyone in Washington now has access to localized data about students experiencing homelessness in their own communities. Building Changes launched a set of online dashboards that lets users view student homelessness data specific to individual school districts, legislative districts, and counties. Explore the dashboards to learn more about student homelessness in your area.

Ecology seeks feedback on Critical Aquifer Recharge Area Guidance 
Ecology is updating the Critical Aquifer Recharge Area Guidance and would like your feedback about what changes or additions will help local jurisdictions protect Critical Aquifer Recharge Areas under the Growth Management Act. Comments are accepted through December 15.

LRI logoNew FCC rules preempt cities on small cell deployment
The Federal Communications Commission (FCC) adopted a declaratory ruling and order on September 26 that dramatically preempts local authority on the siting of cellular wireless technology. AWC joined NLC and other cities in expressing opposition to the FCC’s proposal. The effective date of the new rules is January 14, 2019, which doesn’t give cities a great deal of time to respond. FCC proposes new rules on cable franchise fees
The Federal Communications Commission (FCC) has proposed new rules that would change how franchise fees are calculated. Under the new proposal, in-kind contributions would be considered part of the cable franchise fee and subject to the 5% fee cap. The proposal is subject to public comment due by November 14.
