NLC releases updated preemption report
The National League of Cities (NLC) updated its report, City Rights in an Era of Preemption, that reveals state preemption of local authority is increasing throughout the country. Second chance act addressing the needs of incarcerated parents with minor children
This Department of Justice program promotes services in detention and correctional facilities to incarcerated individuals who have children younger than age 18. Program activities include developing strategies to increase communication between the child and his or her incarcerated parent while maintaining safe facilities, and providing transitional reentry services that focus on parental responsibility. Applications are due May 22. More

Youth Recreational Facilities grants
Youth Recreational Facilities (YRF) grants fund 25 percent of eligible capital costs up to $1.2 M for nonresidential facilities that provide youth (K-12) with recreation opportunities integrated with social and/or educational services. Applications are due May 31. More

Mental Health Awareness Training grants
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) is accepting applications for Mental Health Awareness Training grants. The program trains individuals to recognize the signs and symptoms of mental disorders, establish linkages with mental health agencies, and train personnel in crisis de-escalation techniques. Applications are due June 8. More
