After conducting a study in 2022, the Legislature is now considering recommendations to create a statewide aerial imagery program for use by state and local governments.

Aerial imaging is widely used by cities for various purposes including planning, law enforcement, asset management, and infrastructure development. However, the cost of aerial imagery makes it unaffordable for many smaller and rural communities.

HB 1990, sponsored by Reps. Cindy Ryu (D–Blaine) and Julia Reed (D–Seattle), directs WaTech to establish a state aerial imagery program to provide aerial imagery services to local governments, state agencies, special purposes districts, and tribal governments. Under the program, cities could access certain aerial imagery through WaTech at no cost. Imaging provided by the state would be updated every two years. Cities needing more detailed imagery could purchase them through WaTech at a reduced cost.

The bill does not restrict cities from entering into their own contracts with aerial imagery providers or creating their own aerial imagery program.

During a public hearing on January 10, the bill received wide support from state and local leaders. However, a few concerns around privacy and technical requirements will need to be addressed through amendments to the bill.

In 2022, AWC supported the statewide study and is currently supporting HB 1990.
