Last month, the Court granted a preliminary injunction under the process for abusive requests from inmates, prohibiting Julian Tarver from requesting records from any state or local agency and relieves agencies from processing any public records requests received from him. The order is in effect until the hearing for permanent injunction on November 3.
The order relieves all state and local government agencies from responding to public records requests made by Tarver.
Many local and state agencies have been receiving public records requests from Julian Tarver since Tarver’s release from Department of Corrections (DOC) custody to the Special Commitment Center (SCC) in May 2023. The injunction DOC had in place since 2017 prohibited Tarver from submitting records requests to both local and state government agencies while Tarver was incarcerated on a criminal sentence. Due to Tarver’s current civil commitment status and the numerous requests agencies have received in the last couple of months, DOC’s Assistant Attorney General’s obtained this new permanent injunction under RCW 71.09.120(3) that will apply to Tarver while Tarver is housed in the SCC facility.
