The U.S. Department of Energy (DOE) distributed the notice of intent for the Energy Efficiency and Conservation Block Grant (EECBG) – including draft formula allocations for cities and counties and information about applying. Formula funding goes directly to cities, towns and villages over 35K or to communities that are one of the top 10 most populous in the state.
Cities that do not meet the eligibility requirements for direct formula grants are eligible for EECBG Program funds through the state and can also apply for EECBG Program competitive grants from DOE. More information on the program can be found

DOE is proposing an optional voucher program for jurisdictions eligible for the formula funds. They have developed an optional survey for local governments to gauge whether a community might be interested in a voucher for technical assistance and/or an equipment rebate in lieu of a formula grant. The survey is non-binding and does not
lock a community into a decision. DOE is encouraging communities that are eligible for the formula funding to complete the survey.
Applications to receive formula funding are expected to open in January.
The EECBG program will be part of the Local Infrastructure Hub bootcamp programs scheduled to begin in mid-January. Applications to participate in the bootcamps are open online through December 16.
