The Department of Ecology (Ecology) Water Quality Program recently released their draft offer list for fiscal year 2022. Ecology administers four major funding programs through an annual funding cycle: the Centennial Clean Water Program (Centennial), the federal Clean Water Act (CWA), the Stormwater Financial Assistance Program (SFAP), and the Washington State Water Pollution Control Revolving Fund (CWSRF).
Ecology received 127 applications for funding, totaling nearly $570 million. However, the funding gap in the various water quality funding programs is considerable: roughly a $142 million need for the Centennial program funds in the next biennium alone.
The draft list describes how Ecology intends to use and administer funding from the four funding sources and serves as the Intended Use Plan (IUP) required by the Environmental Protection Agency (EPA).
The draft list is now open for a 30-day public comment period; comments will be accepted through February 14, 2021. Comments must be submitted via eComments. For any questions and
